I had understood the question to mean that the OP was questioning whether the TOS was legal, so I had thought that checking the laws might be useful. I’ve removed my post. Thanks for your clarification.

I’ve seen a company that hired exclusively NO handed computer users. I worked for our Small Business Administration briefly and visited a company where there were two dozen employees at computers using them with a mouth stick.

No, it’s not. You should first receive an order and only then start working on it. It keeps you protected from not receiving for work already done.

And I’ve got to tell you that I don’t miss in the slightly the old days of having to phone a client to remind them to pay an overdue invoice, so make it easier on you. Get and order and then work on it, not the other way around.

Actually , I’m a Machine Learning developer and it is not necessary that I manage to complete the work or get the accuracy what client want! That’s why I’m asking this!

Don’t do this. You are breaking Fiverr’s Terms of Services and you have to receive the order first. You can get a warning for that since Fiverr is not responsible for this.
