How can you make such a statement when it is not even true?

Your overall rating right now is 4.4 and your last 60-day rating is 3.5.

90% positive rating means you need to have a rating of at least 4.5 (as 4.5 out of 5.0 is 90%).

The only way to resolve this is by earning more positive ratings that are 4.5 stars or higher.
